I will answer your questions to the best of my ability. 🙂
Though I would’t say anyone is a “specialist” all of our artists have experience with fine line / single line & watercolor style tattoos, so you’re free to book with anyone in our shop for this type of design.
Each artist has a different hourly rate, pricing, and scheduling availability. After you choose which artist you would like to work with, and at the time of booking, we may be able to provide a ballpark price quote for your piece based on your artists’ hourly rate and the time we estimate your tattoo will take.
In the meantime, as a general rule of thumb, tattoos that are around the size of the average person’s palm are typically around $250 depending on the design, color, amount of detail, placement, and other factors.
Yes, you can get colors in the tattoo similar to the photo reference you sent.

Unfortunately we cannot provide a patch test before tattooing.
I have not heard anything about specific colors or inks causing an itchy rash. Rashes, irritation, or infection can occur at the tattoo site, however most of the time the cause is poor aftercare (how well the client cares for their new tattoo) and not the inks or tattoo application itself.
Tattoo artists who work in professional studios are required to be licensed by the county / health department (San Bernardino, in our case). Most artists will have their current license posted visibly in their station, as is the health department rule. It is your right as a client to check / ask if your artists is currently licensed to tattoo in your state / county.
